The president collapsed at 9:40 a.m., according to a reporter at President’s Pool, during a bike ride to Rehoboth Beach, a small seaside town where he regularly spends weekends at his villa on the ocean. Mr Biden wanted to stop to talk to passersby and reporters waiting for him, but said he was having difficulty getting his foot off the pedal.
