The Minneapolis City Council issued a restraining order against the city’s police department in an afternoon meeting.
“We can’t let George Floyd’s death be in vain,” said one commissioner.
The restraining order is temporary and must in any case be approved by the judge before being issued.
The order prohibits the use of chokes by the police and also requires the police to report and intervene if the prohibited practice is used.
Additionally, the Minneapolis police chief must authorize the use of weapons for crowd control, such as rubber bullets and tear gas, according to the order.
The order also requires timely disciplinary decisions and allows civil audits of bodycam footage.
“This is a time when we can totally change the way our police department operates,” said Mayor Jacob Frey.
Frey said that in the past there have been difficulties in making changes in this way and “now we can finally do it well”.
In the order, which was obtained by CNN, the city council said it hopes to build “towards a systematic change”.
Velma Korbel, Minneapolis director of civil rights, said she hoped that “the state legislature will be forced to act, to change the laws that prevent the city from making the profound systemic changes required and that the community has the requirements for decades”.
