Scottish Professional Football League clubs have decided not to cast a formal vote on increasing the number of teams in the first four tiers.
All 42 clubs were asked to share their views on a plan that would include six teams over the next three seasons, including Rangers and Celtic Colt teams, as well as two clubs from the Highland and Lowland leagues.
The move would not result in any relegation from Ligue 2 for the next three seasons, making it four divisions of 12 in the SPFL by 2024/2025.
While some clubs supported the idea, the proposals did not receive the “significant” support required to submit a written proposal.
A spokesperson for SPFL said: “We would like to thank the members of the Innovation Group – Stewart Robertson, Gerry Britton, Steve Brown, Ian McMenemy and George Fraser – for their hard work and commitment in preparing the proposals. Also detailed.
“It is important to note that his article has sparked a wider debate about how we are improving the development of young Scottish players.
“The challenge now is to continue discussions throughout the match on how we can maintain the momentum that allowed the Scottish men’s national team to qualify for UEFA Euro 2020.”
A spokesman for the Scottish Football Association said: “The Professional Game Board exists as a strategic discussion forum on how to improve senior football in Scotland.
“He is determined to work collaboratively to this end and we thank the members of the Innovation Group for their contribution to this proposal.
