Competition format and rules
All teams in the same group compete once. The first two and four best thirds of each group qualify for the round of 16.
Decision making criteria among teams tied in group stage:
1. Greater number of points obtained between the respective teams.
2. Better goal difference between the respective teams.
3. A greater number of goals were scored between the respective teams.
4. Reapplication of criteria 1 to 3 in the event of new equality (when no two countries are initially concerned).
5. Better overall goal difference.
6. A greater number of goals were scored in the group stage.
7. High number of group stage wins.
8. In the event of a perfect tie, and if both teams face each other and neutralize each other in the final match of the group stage: penalty shoot-out.
9. Fair-game.
10. Better position to qualify for Euro 2021.
Criteria for making the best third decision:
